Meet the Staff
Staff works directly with the Board, Loan Committee and Advisory Panel to carry out each of their roles and have extensive management and lending experience in operating loan funds through CDFI, FAME, HUD/CDBG, SBA ILP and USDA/RD.
William O Armitage II

Mr. Armitage joined the Southern Maine Finance Agency (formerly Biddeford Saco Area Economic Development Corporation), in February of 1996 and is responsible for the overall management/administration and operation of the corporation and its staff; including loan program administration, portfolio management, marketing, business development, strategic planning, financial and budget management and grant administration as well as development of new finance programs. Prior to joining the corporation, Mr. Armitage was the commercial loan officer for the Lewiston-Auburn Economic Growth Council serving the Cities of Lewiston and Auburn and held various positions with the Retail Banking Department of Casco Northern Bank, then Bank of Boston. He has served as an instructor for the Economic Development Council of Maine and Grant Management Systems, given lectures on Economic Development Financing at the Muskie School at the University of Maine and participated in seminars in Biddeford-Saco and York County.
Will currently serves as Chair of the Pine Tree State Community Development Corporation and has served as an officer/chair of the York County Community College Foundation and the Economic Development Council of Maine boards of directors. Additionally, Will has served on the Federal Reserve Bank of Boston’s Community Development Advisory Council, as well as other local community committees and was elected to the Falmouth Town Council for two terms. He is a graduate of the Leadership Maine Program and a recipient of the Finance Authority of Maine Dirigo Award.
Christina D. O’Brien

Mrs. O’Brien joined the corporation in July of 2004 as the Office Administrator and was promoted to Loan Officer in September of 2014. Chris is responsible for the daily administration and management of the corporation’s loan programs, including loan analysis, loan packaging, and administration. Additional responsibilities include daily clerical and administrative support activities for the organization. Prior to joining the corporation, Mrs. O’Brien held various office administration and management, and sales positions in the telecommunications and health care industries.
Mrs. Burgess joined the corporation in February 2015 and is responsible for the daily administration and portfolio management of the corporation’s loan programs, including loan servicing. Additional responsibilities include administrative support activities for the organization as well as maintaining the financial reporting of the corporation. Carol has over 30 years of experience in the banking and financial services industry, spending 20 years as a Commercial Loan Administrator at Casco Northern Bank and Fleet Bank.
They worked with us through every phase of this project to collaborate with bankers and get us the funding we needed to keep our development on schedule.
